Police Services Division Commander Captain Ron Hutchison works under the supervision of Deputy Chief Mike Ingram and Chief of Police Steve Sanders. Captain Hutchison started his law enforcement career with the Clovis Police Department in December of 1984. Captain Hutchison has been assigned to the Clovis Police K-9 Unit and the Clovis Police Traffic Division as the designated D.W.I. Unit. Captain Hutchison has attended and completed advanced training in D.W.I. Detection, Apprehension and Prosecution, Basic and Advanced Accident Investigation, Standardized Field Sobriety and Horizontal Gaze Nystagmus, High Risk Warrant Service, Interviews and Interrogations, Drug Interdiction, Basic and Advanced Special Weapons and Tactics and Traffic Accident Reconstruction. Captain Hutchison was a member of the Clovis Police Special Response Team (SWAT Team) for 18 years and was Unit Commander. Captain Hutchison is currently the Commander of the Police Services Division, which encompasses all of the Uniform Patrol Division, Traffic Unit and Major Crash Team, K-9 Unit, School Liaison, Community Relations, SWAT Team, Dispatch/Communications and the Animal Control Division. Captain Hutchison is a 2003 graduate of the Federal Bureau of Investigation National Academy (Police Command College) in Quantico, Virginia. Captain Hutchison is certified by the International Association of Chief’s of Police as a Drug Recognition Expert. Captain Hutchison is certified by the State of New Mexico as a Police Instructor for: Accident Investigation, Police Emergency Driving, Special Weapons and Tactics, Critical Incident Management, Patrol Response to Violent School Incidents and Standardized Field Sobriety and Horizontal Gaze Nystagmus. Support Services Division Commander Captain Patrick Whitney works under the supervision of Deputy Chief Mike Ingram and Chief of Police Steve Sanders. Captain Whitney has been with the Clovis Police Department since February 1996. Prior to the Clovis Police Department, Captain Whitney began his law enforcement career in August 1990 serving as a Military Policeman for 5 years with the United States Army Military Police Corps throughout the world in overseas and domestic assignments, in line-level and leadership military law enforcement positions. Captain Whitney has served the Clovis Police Department in many positions including Uniform Patrolman, Field Training Officer, Special Operations Unit as the Narcotics Unit Sergeant supervising the Region 5 Drug Task Force, Internal Affairs/Office of Professional Standards Sergeant, supervised all three shifts as a Patrol Division Lieutenant, served as the Commander of the Special Operations Unit as Detective Lieutenant, Internal Affairs/Office of Professional Standards Lieutenant, Support Services Division Captain and the Police Services Division Captain. Captain Whitney is currently the Commander of the Support Services Division, which encompasses the Special Operations Unit made up of Criminal Investigations and Crisis Negotiations, consisting of Detectives and Drug Task Force Agents, the Property and Evidence Unit, Property Quartermaster, Records Division and the department’s Custodial Services. Captain Whitney has additional duties as the department's Polygraph Examiner and the Media Relations Officer. Captain Whitney is a 2005 Graduate of the 220th Session of the Federal Bureau of Investigation National Academy (Police Command College) in Quantico, Virginia and has earned both a Master of Arts Degree in Management and a Bachelor of Science Degree in Criminal Justice from Wayland Baptist University and an Associate in Applied Science Degree from Georgia Military College, as well as being a 1989 Honors graduate of Clovis High School. Captain Whitney is certified at the Command Level as a peace officer in New Mexico and is a certified General Police Instructor, Physical Fitness Instructor and an Emergency Vehicle Operations Driving Instructor in New Mexico. Captain Whitney also holds a license to practice as a Polygraph Examiner from the State of New Mexico Regulation and Licensing Division and is qualified and recognized as an Expert Polygraph Examiner in the State of New Mexico by the 9th Judicial District Court. Captain Whitney currently serves as the Treasurer/Secretary of the New Mexico Society of Forensic Polygraphers.
